The Concordfaces federation is six independently-incorporated continental entities sharing a single, open content-addressed protocol. Each operator answers to the law of its seat. None owns the others. None can be quietly acquired. The protocol is what is shared — not the treasury, not the board, not the keys.

Protocol Council.
Quorum of four.

The Founding Compact, deposited with each operator's registrar of foundations on 13 May 2026, establishes a single shared body: the Protocol Council. The Council ratifies amendments to the specification. It does not own the chunks, the keys, the treasuries, or the staff of any operator.

Council seats rotate annually. Quorum for amendments is four of six. Specification reversions require five. No single operator may both author and ratify a change. The Council's chair rotates between the six capitals in the order of accession.

The Compact also fixes what the federation explicitly is not: a holding company, a shared treasury, a primus inter pares, an authority that can compel an operator to serve any specific request.

Art. I
The protocol is the only thing shared.Chunks, manifests, keys, residency clauses, and audit logs remain in the operator's jurisdiction.
Art. II
Quorum.Specification amendments require four of six operators in agreement. Reversions require five. Single-operator vetoes are bounded by issue scope.
Art. III
Rotating chair.The chair of the Council rotates annually between the six capitals, in the order of accession of the operators.
Art. IV
No primary jurisdiction.The Council itself has no seat. Its records are mirrored by each operator within its own law. There is no parent body.
Art. V
Exit.An operator may withdraw on twelve months' written notice. Its chunks remain accessible to the federation for the notice period; its residency commitments do not.
Art. VI
Public minutes.Every Council session is published, dated, signed by all attending operators, and mirrored in six jurisdictions within 72 hours.
